The Ministry of Defence (MOD) has
begun talks with a number of potential suppliers for its
non-operational vehicles, with existing supplier Babcock thought to
be the front runner.

Project Phoenix will replace the
10-year contract between the MOD and Babcock which supplies white
fleet vehicles to the military. The length of the contract has been
halved to five years and will begin in September 2011, with an
announcement about the supplier due in the first half of next year.
The closing date for tenders is 27 August, and the shortlist of
potential suppliers is out in January 2011.

An MOD spokesperson said: “The
project’s aim is to maintain the level of service required by the
MOD while reducing the cost.

“The expected primary method of
achieving this will be a system for centrally managing the
information about the fleet, including bookings, to ensure that
vehicles are deployed as efficiently as possible.”

One aspect of the centralised
system will be the ability to show more efficiently where and when
cars have been booked, allowing car sharing, for example.

The MOD is keen that the new
contract is both greener and more cost effective than its last.

• A £1bn to £2bn government leasing
contract is up for grabs covering public sector organisations
including the BBC, Royal Mint, Royal Mail and National Parks
Authorities.

The four-year Pan Government
Vehicle Leasing and Fleet Outsource Solution has eight lots
covering passenger vehicles, light commercials and HGVs as well as
motorcycles and quadbikes. It asks for fleet management solutions
as well as alternative fuel vehicles, as they become available. A
maximum of 10 providers will be chosen.
