Kent County Council, representing the Central Buying Consortium
(CBC), has awarded three fleet hire companies a contract worth £20m
to supply vehicles to 12 public sector bodies.

The three winners which beat six other contenders are
Automotive
Leasing, ING Car
Lease and Lloyds
TSB autolease (LTSBa). The result also marks the reappointments
of ING (which was supplier to Kent in its previous incarnation as
Appleyard) and Lloyds as fleet suppliers.
The contract period is for two years beginning February 1,
2008 and carries an option for extension by one year.
“I can’t speak for the other authorities but for Kent we
have a three- or four-year replacement cycle for our officers’
cars,” Kent’s fleet manager Garry Mitchell told Motor
Finance.
While a high weighting was given to best economic value
(40 per cent) in the consideration of tenders, the broader
parameter of “innovative approaches to service delivery” was
attached with a significant 10 per cent weighting.

fleets acts as a reference for individual orders made by the public
bodies following this award.
Cars and light commercial vehicles of up to 3.5 tonnes
have been specified for this contract. It is estimated that the
total number of vehicles to be delivered could run up to as high as
5,000 although Kent’s fleet manager, Garry Mitchell could not
confirm this.
LTSBa, Lloyds and ING will compete to capture as much of
the £20m pie as each have the appetite for.
“We would be disappointed if we didn’t take a third of
that; as one of three suppliers that’s the minimum aspiration we
would have,” said Andrew Franklin, head of public sector at
LTSBa.
Mark Pedley, head of Public Sector at ING expects the
same. “I do say a third but it depends on how competitive you are
against the other leasing companies.”
Details of the earliest fleet order and its expected
delivery date were unavailable but according to Mitchell orders
have already been placed.
